Project Procedures For Construction Inspection Services (CIS)

Construction Inspection Services (sometimes referred to as Work Site Services) are services performed preliminary to and during the construction of a project to assure that the work of the construction contractor conforms to the requirements of the project’s contract documents.  Either the architect/engineer of record or an independent consultant performs these services as the authorized representative of Miami-Dade Aviation Department (MDAD). These services are meant to provide a measure of quality assurance to MDAD, but not quality control. Quality control is the province of the contractor.

The architect/engineer of record or independent consultant (either of which are referred to as the CIS consultant or CISC) derives its authority from the contract documents, which enable the CISC to reject work and materials not conforming to the requirements of the contract documents. In order to provide a level of consistency in the performance of the inspection services from project to project, MDAD has developed the Project Procedures for Construction Inspection Services, or CIS Manual.  The CIS Manual provides a comprehensive set of criteria, guidelines and standardized forms that the CISC is to follow and use during the course of the project.
